Ive tried flushing all caches in drupal and in my browser, and even removing and re-adding the ckeditor module.

I think the main issue right now is the ckeditortemplate.js file is a JS file, therefore can't make use of any of the library or UI. It would be a nice feature if there was a way to integrate UI patterns into these templates.
